His Excellency Em Chan Makara: Cambodia is the first country of all states members of UNSCAP adopted in lamentation decade of disability in Asia Pacific Incheon Strategy “Make the Rights Real”

His Excellency Em Chan Makara, Secretary General Disability Action Council proudly stated that Royal Government of Cambodia is the first country of all states members of UNSCAP agreed in implementation the decade of disability in Asia Pacific, 2013-2022 Incheon Strategy “Make the Rights Real”. On 29th of May 2013, by Samdech Techo Hun Sen, the Prime Minister of the Royal Government of Cambodia and the Honor President of Disability Action Council officially adopted Incheon Strategy.

April 21, 2016 at the Ministry of Social Affairs, Veterans, and Youths Rehabilitation, His Excellency Em Chan Makara, stated above statement during his lead of a meeting with members of Disability Action Council from all Ministries, Institutions, and Civil Society relate to disability on the sharing experience of the implementation of decade of disability in Asia Pacific, 2013-2022 Incheon Strategy “Make the Rights Real”, which was organized by General Disability Action Council organized with KSRPD of Korea Republic.

Secretary General Disability Action Council His Excellency, Em Chan Makara shown that this Incheon Strategy “Make the Rights Real” was the first recognized as the regional level and has the target to include disability.  It is the roadmap for Asia Pacific in order to promote livelihood and the rights of 650 million People with Disabilities in the region.

His Excellency Em Chan Makara, continues that according to national development process, that is step by step improvement for the welfares of persons with disabilities. The Kingdom of Cambodia adopted the Convention on the Rights of People with Disabilities (CRPD) on December 20, 2012, and get into practice on January 19, 2013. Regarding to this, the Royal Government of Cambodia has issued fourth rectangular strategy, phase 3, corner 3, at the fourth priority states that “via Disability Action Council, the implementation on national policies for persons with disabilities, extension the implementation on the law on the Protection and the Promotion of the Rights of Persons with Disabilities, encouragement for protection and promotion on the rights and welfares of persons with disabilities regarding to the United States Convention on the Rights of People with Disabilities, and enhancement the quality services and efficiency of services of People with Disability Foundations”.

His Excellency Em Chan Makara: the Royal Government of Cambodia, under the active direction of Samdech Techo Hun Sen, the Honor President of Disability Action Council and the high pay attention of His Excellency Vong Soth, the Minister of the Ministry of Social Affairs, Veterans, and Youths Rehabilitation and the President of Disability Action Council have been done a lot of affairs for the purpose of success achievement of the implementation on the disabled decade in Asia Pacific Incheon Strategy “Make the Rights Real” via service of community rehabilitation. That is a contribution in supporting poor People with Disabilities can improve their livelihood, education, treatment, physical rehabilitation, vocational training and jobs; especially, for persons with deaf and visional impairment, they are also developed. Therefore, brail and sign language are created and integrate into education program of the educational sector and information via television channels. So it is available service of information is served for People with Disabilities.

Besides, children with disabilities get opportunity for education in public schools without discrimination. A number of school buildings are put ramps for children with disabilities. Also Centre and school for children with blind and deaf has received support for daily livelihood and education up to tertiary education. There are already a number of persons with disabilities become official staff with full capacity.
