H.E Em Chan Makara “The Royal of Cambodia has deliberated for the provision of social services for people with disabilities with dignity, respected rights, and non-discriminated”

H.E Em Chan Makara, Secretary General of Disability Action Council and Permanent Members of Disability Action Council said that the Royal Government of Cambodia has deliberated for the provision of social services for people with disabilities and social vulnerable people with dignity, respected rights, and non-discriminated by organizing, developing, and launching some national and international laws, policies, and legislations related to disability sector.

H.E Em Chan Makara has mentioned that, the people with disabilities, who used to be discriminated, looked down, and excluded from participating in social activities/events, currently, have been accepted and admired them as a fundamental resource and main mechanism for social developing in Cambodia.

H.E Em Chan Makara, Secretary General of Disability Action Council and Permanent Members of Disability Action Council has indicated that statement when him and H.E. Sem Sokha, Secretary of state of the Ministry of Social Affairs Veterans and Youth Rehabilitation as a representative of H.E. Vong Soth, Minister of the Ministry of Social Affairs Veterans and Youth Rehabilitation, Dr. Sue Vi Ze  from UNESCO and other 100 participants, who have participated in the workshop on reviewing the pilot project for integrating the social services into public policy of Cambodia which was conducted at Tonley Basak2 on January 12, 2017.

H.E Em Chan Makara added that the purpose of conducting this workshop was to review the implementation of the pilot project for integrating the social services into public policy of Cambodia. This project was commencing on September 2016 and ended on February 2017.

In addition, H.E. Sem Sokha, Secretary of State of the Ministry of Social Affairs Veterans and Youth Rehabilitation, stated that this workshop was conducted in purpose of monitoring and evaluation the implementation of the project via the successful outcomes from the collaboration of the project implementers which was commencing since September 2016 until now.

H.E. Sem Sokha added that People with disabilities have received the vocational training, business creating, and got employed in many institutions. Moreover, some athletics with disabilities were encouraged and have received the better outcomes in sport events. 

H.E Em Chan Makara also indicated that integrating social services into the public policy not the new activity for the worldwide, this activity has been produced following the announcement of the premier meeting of the United Nations in Copenhagen city of Denmark on March 14, 1995.

The pilot project for integrating the social services into the public policy has been implementing by the UNESCO in three countries; which are the member of ASIAN reunions; those are Malaysia, Cambodia, and Timor-Leste which collaborated with the public institutions.

In Cambodia, UNESCO has collaborated with the Disability Action Council from the various discussions with Dr. Sue Vi Ze, representative of UNESCO in Republic of Vietnam since May 2015.
