His Excellency Em Chan Makara: The Royal Government plans to submit the report on “the Convention on the Rights of Persons with Disability” to the UN in 2018 to promote the disability sector in Cambodia.

Phnom Penh: His Excellency Em Chan Makara Secretary General of Secretariat Disability Action Council confirmed that in 2018, the report of the Convention on the Rights of Persons with Disabilities reached the UN Commission on the Rights of Persons with Disabilities. His Excellency Em Chan Makara believes that when Cambodia submits this report, the UN will be satisfied with the fulfillment of the Convention on the Rights of Persons with Disabilities.

The Convention on the Rights of Persons with Disabilities is a convention requiring the States Parties to ratify the Convention to provide for the benefit of the person with disabilities no discrimination on the part of person with disabilities and to promote the rights of persons with disabilities. His Excellency Em Chan Makara said that although some of the issues are not good, we are working hard to do this.

His Excellency Em Chan Makara spoke to the group of journalists while attending the workshop on Reviewing and Supplementing the Final Elements on the Report on "Implementation of the Convention on the Rights of Persons with Disabilities" on January 24, 2018 at Tonle Bassac II Restaurant in Phnom Penh.

To inform the journalist, His Excellency Em Chan Makara said that the report on "Implementation of the Disability Treaty" is not a report by the General Secretariat sitting on the table and can be written, requiring entry from all ministries and institutions, from all stakeholders, both non-governmental organizations and state institutions.

By doing this, we can take this report into a report that is weighty and transparent, acceptable and reflects the real reality. His Excellency added that when we last collected, we would submit for approval the Disability Action Council and submitted to the cabinet for adoption by the cabinet and can be sent to the United Nation.

Before, we give our ratification so far, we have complemented many States Parties on disability issues, including the right of the person with disability to participate in all programs organized by stakeholders or NGOs or the private sector.

His Excellency Em Chan Makara said that Cambodia has granted full rights to those with disabilities, and no party banned the activities of the Royal Government and other organizations, except for the number of people with disabilities attaining the limit.

At the same time, there is a provision policy for poor people with disabilities in the community; the Ministry of Social Affairs has provided regimes to facilitate their living conditions. So far, the Ministry of Social Affairs has provided a policy 4 to 5 to the provinces for people with disabilities such as Tbong Khmum, Kampong Cham, Prey Veng, Svay Rieng, and so on. It is planned to continue throughout the provinces and cities throughout the country.

In addition, there is also providing the physical fitness for people with disabilities, Cambodia, one year to one year, providing more than 20,000 people with free access to and provision of travel arrangements for further treatment.

In addition, the Ministry of Education, Youth and Sports and the Ministry of Land Management and Construction in Cambodia have also coordinated and assisted many people with disabilities.

Therefore, Cambodia has been very radical in the field of disability in Cambodia since 2012 until 2018. We observed that the disability sector was change dramatically, with the presence of the Royal Government of Cambodia, Samdech Techo HUN SEN visited directly with people with disabilities in rural and Phnom Penh and encouraged and provided a lot of funding.

Since 2014, the General Secretariat of the Disability Council began drafting the initial draft, first reports attempting to collect all inputs by completing the answers to the questions provided by o organizations and institutions and through two national consultative workshops. However, with the lack of data and inputs still insufficient, the General Secretariat has gone to interview and collect information directly with some relevant ministries and institutions.
