His Excellency Em Chan Makara: the Persons with Intellectual Disabilities, Autism and Down Syndrome received the supports and got the encouragement from Cambodia Government and related NGOs
Phnom Penh: His Excellency Em Chan Makara, Secretary General of Disability Action Council (DAC), Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) on 6th of April 2018, said that the Persons with Intellectual Disabilities, Autism and Down Syndrome received supports and got the encouragement from Cambodian Government and many other related NGOs. His Excellency Em Chan Makara, added more that Persons with Intellectual, Autism and Down Syndrome need the necessary care and motivate with them in their daily lives without ignoring.
The speech of His Excellency Em Chan Maraka highlighted that during he took part in the Day of Autism and Down Syndrome celebration on the topic “Strengthening the Power of Ladies and Autism and Children with Down Syndrome” hold on the 6 of April, 2018 at Gold Sport club in Phnom Penh.
This special day also has a participation from His Excellency Sem Sokha, Secretary of State, MoSVY and many others related NGOs.
His Excellency Sem Sokha, Secretary of State, MoSVY said “Persons with Disability do not lost your hope and you could think that there are Cambodian Government and many related NGOs always help to motivate you in national and sub- national level”.
In addition, His Excellency Em Chan Makara stated that the purpose of this event was to encourage the intellectual persons with Autism and Down syndrome to become independent citizens, to make their own decisions and to push the support from communities and families, especially teachers who expert in intellectual problems, because such persons with disabilities cannot be cured in the short term. It takes long-term care and treatment.
Moreover, His Excellency Em Chan Makara confirmed that the objective of this celebration is hold to motivate the Persons with Intellectual, Autism and Down Syndrome to become independent persons who can decide to do something by themselves and push the support from communities and families, especially teachers who expert of intellectual problems; because these kinds of people cannot cure in a short period of times. They need to take care and cure for a long period of times.
His Excellency Em Chan Makara also appealed to all citizens, especially teachers, to continue to support and encourage all intellectual persons with Autism and Down syndrome to ensure their ownership in communication, recreation, entertainment, special education, job search in accordance with the capacity and knowledge of such persons with disabilities.
Note: The Worst Vulnerable Persons Compared to Other Persons with Disabilities, such as Handicapped, Deaf, and Blind. Not only Persons with Intellectual, Autism and Down Syndrome are discriminated against in every way, and that has made the children's parents discouraged and lost their voice in social activities.
Because of seeing this difficulty, that is the reason to create Cambodian Intellectual Disability and Autism Network (CIDAN) in the purpose to promote the support, make a group or network called ( CIDAN) which is established under the support from national and international NGOs under the Ministry of Social Affairs, Veterans and Youth Rehabilitation through the Disability Action Council on March 31, 2015, through workshops of the parents of children with intellectual persons with Autism and Down syndrome about 162 people from 14 organizations funded by the Development Center of Disability in Southeast Asia.
