Regional Consultative Workshop On National Disability Strategic Plan (NDSP) 2014-2018

On the 26th of November 2013, at the Empress Angkor Hotel, Siem Reap Province, the Secretary General of the Disability Action Council organized a consultative workshop to develop the National Disability Strategic Plan (NDSP) 2014-2018.

This workshop was organized with Her Excellency Nhem Morokat, Under Secretary of State of the Ministry of Women’s Affairs and members of Disability Action Council. Present at the workshop were His Excellency Em Chan Makara, Secretary General of Disability Action Council, Mr. Khem Bun Song, a representative of His Excellency the Siem Reap Provincial Governor, Ouk Nha, and ladies and gentlemen who are the heads of the Provincial Department of Education, Youth and Sport, the head of the Provincial Department of Health, the head of the Provincial Chamber of Commerce in Siem Reap, national and international distinguished guests, including the representatives of communities, disabled self-help groups, and persons with disabilities.

In the opening remark of this workshop, His Excellency Em Chan Makara, Secretary General stated that the consultative workshop was to be held for a whole day and attended by the members of the Disability Action Council, Provincial leaders, heads of departments in the Province, the representative of the Chamber of Commerce, and 80 other representatives from nongovernment organization, communities of persons with disabilities from Phnom Penh municipality, Siem Reap, Kampong Chham, Kampong Thom, Battey Mean Chhey, Oudor Mean Chhey, and Preh Vihear.

His Excellency Secretary General stated that this consultative workshop is the starting point for a National Disability Strategic Plan 2014-2018, which is to be developed by understanding the situation of the disabled sector through a variety of relevant documents such as national policies, national and international logical frameworks, national strategic plans, and strategic plans of other countries around the world. This is the first regional consultative workshop with the second regional consultative workshop being held on the 28th of November 2013 in Sihanoukville Province. The purpose of the workshops is to collect information on the needs of persons with disabilities from the national and international institutions and collate the data together to form collective information.

His Excellency also remarked that after these two regional workshops, there will be an initial draft developed of the National Disability Strategic Plan. It will be submitted to national and international disabled specialist and institutions for feedback, then this Draft National Disability Strategic Plan will be circulated for consultation at the National Consultative Workshop in Phnom Penh, on the 19th and 20th of December 2013.

On this occasion, Her Excellency Nhem Morokat congratulates and values the cooperation and support of the Secretary General of the Disability Action Council and the Australian Agency for International Development on the consultative workshop for the development of the National Disability Strategic Plan 2014-2018.

The Siem Reap Deputy Provincial Governor, as a representative of His Excellency Khem Bunsong, the Siem Reap Provincial Governor stated: “as myself and as representative of the provincial government, I am very appreciative, that the Disability Action Council has chosen Siem Reap Province to conduct the National Disability Strategic Plan 2014-2018 workshop. I would like to take this opportunity to congratulate the Disability Action Council, relevant ministries and institutions, organizations who work for disabled people, non-government organizations, and other development partners that cooperate to take responsibility for the welfare of the disabled and achieve a remarkable result”.

The Siem Reap Deputy Provincial Governor brought a message from His Excellency KhemBunsong, Siem Reap Provincial Governor, that he supports and encourages persons with disabilities and promotes the rights of persons with disabilities, rehabilitation, integration and involvement of persons with disabilities in social development across the province. Additionally, provincial authorities have to accomplish the strategy on the employment quota system for persons with disabilities that all institutions under the Provincial Governors have to employ. Samdech Akak Moha Sena Padek Hun Sen, the Prime Minister of the Royal Government of Cambodia and the Honorary President of Disability Action Council, stated this strategy in an officially opened ceremony on the commitment of implementation of the Asia and Pacific Decade of Disabled Persons 2013-2022, Incheon Strategy “Make the Rights Real”, and the continuation of the National Disability Strategic Plan 2014-2018 at the Peace Palace on 29th of May 2013.

Finally, His Excellency Em Chan Makara thanks you and appreciates development partners such as the Australian people. The government of Australia via the Australian Agency for International Development has been supportive with techniques, spirit, and vast financial grants, to enable the Disability Action Council to implement its strategic plan; particularly the establishment of the National Disability Strategic Plan 2014-2018. His Excellency profoundly thanks you the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP), Asia Pacific Development Centre on Disabilities (APCD), UNICEF, and many other non-government organizations who have supported the disabled sectors in Cambodia. This support, we would like to categorize as honorable, to promote the welfare of Persons with Disabilities in Cambodia.
