H.E Sem Sokha presided over the Launch of Disability Rights Initiative Cambodia

On the afternoon of 4th July 2014, at Ministry of Social Affairs, Veterans and Youth Rehabilitation; His Excellency Sem Sokha, Secretary of State of the Ministry of Social Affairs, Veterans and Youth Rehabilitation and Vice president of Disability Action Council (DAC), a highest representative of H.E Vong Sauth, Minister of the Ministry of Social Affairs, Veterans and Youth Rehabilitation and President of Disability Action Council (DAC), presided over a program of launching of Disability Rights Initiative Cambodia. The program was organized by Disability Action Council, joined by Mr. Simon Fellows, First Secretary and Deputy Head of Mission, Australian Embassy, members of DAC, head of a number of NGOs, and other officers of the Ministry.

In the welcome speech, H. E Em Chan Makara, Secretary General of DAC Secretariat Genearl, warmly welcomed the valuable presence of the senior officer of the Australian Embassy and the Ministry of Social Affairs, Veterans and Youth Rehabilitation in an important program of launching of Disability Rights Initiative Cambodia which provides more benefit to the Persons with Disabilities in Cambodia in fields of promoting and protecting their rights responding to the Cambodian Law on the protection and the promotion on the Rights of Persons with Disability. Finally he expressed sincere thanks for all kinds of support from Australian Government and other governments and donors to promote the field of Disability in Cambodia. 

Next, Mr Simon Fellows, First Secretary and Deputy Head of Mission, Australian Embassy, representing his Australian Ambassador expressed his interest on this launching program which considered as a significant milestone for the Australian Government, the Royal Government of Cambodia and UN agencies, to improve the quality of lives of people with disability. He added that Australia is a long-term supporter of disability-inclusive development in Cambodia. Since 2004, Australia has implemented a practical approach to meeting the needs and priorities of people with disability and ensuring they benefit from development projects through the aid program.  Through the Disability Rights Initiative Cambodia - Australia has consolidated our support for disability-inclusive development into a larger, longer-term and more comprehensive program. The Australian Government is proud to be part of this initiative. This will be the largest disability-specific initiative funded by Australia anywhere in the world. 

Next, His Excellency Sem Sokha, Secretary of State of the Ministry of Social Affairs, Veterans and Youth Rehabilitation and Vice president of Disability Action Council (DAC) expressed the appreciation to the working group of DAC’s Secretariat General in achieving many programs of DAC especially as today launching of Disability Rights Initiative Cambodia. He added that with collaboration with DAC, Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) has issued /composed a number of national legal documents as Prakas, Circular, Sub decree, Royal decree, Law related to the promoting and protecting of rights of Persons with Disabilities. And there are remaining legal documents which required to be issued as well.

He hopes strongly that through today launching of Disability Rights Initiative Cambodia, the rights of PWDs will be more protected and promoted from top to basic level in Cambodia leading to provide more benefit the PWDs in Cambodia.

Also he quoted the valuable speech of Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of Kingdom of Cambodia, who always encourages to all government bodies and private sector to pay more attention on inclusive of disability into field of work, politic, society, culture and economic in the community and jointly achieve the goal of full participation and equal of Human Rights and participation of PWDs in the society.

At the end, on behalf of Minister of the Ministry, he expressed sincere thanks to all donor, UN agency, government, especially Australian Government for always supporting in field of disability Cambodia and hopes to see more such continuous support in the future. /.
