His Excellency Em Chan Makara, Secretary General of the Secretariat General of the Disability Action Council, came forward to react and condemned the use of brutal violence against a boy with deaf who caused injury and getting medical care at hospital on April 2, 2018, at Steung Mean CheyII Commune, Meanchey District, and Phnom Penh City.

H.E Em Chan Makara Secretary General of Disability Action Council, the Ministry of Social Affairs, Veterans, and Youth Rehabilitation has made its clarification that, even without the urge of some NGOs, the Cambodian Government has the obligation to helps People with Disabilities in Cambodia without any doubts.

Phnom Penh Center for Independent Living (PPCIL)is supported by One-hearted independent living network within a cooperation with many trading companies to create a great event for persons with disabilities, which is called "2018 Exhibition on One Heart Network of the Asian Persons with disabilities in Cambodia" has gathered hundreds of persons with disabilities from 7 countries, including Cambodia, Japan, Korea, Mongolia, Pakistan and Taiwan in order to show their achievement, capacity, and enhance good relations between persons with disabilities and persons with disabilities from other countries in the world. During the great event for nearly 400 persons with disabilities including other people in community were attended in the event, which were held at Wat Phnom Resort, the heart of Phnom Penh City, on March 11, 2018.

The Convention on the Rights of Persons with Disabilities is a convention requiring the States Parties to ratify the Convention to provide for the benefit of the person with disabilities no discrimination on the part of person with disabilities and to promote the rights of persons with disabilities. His Excellency Em Chan Makara said that although some of the issues are not good, we are working hard to do this.
